EPIDA's Public Facilities Department (SEP) handles assignments
as an authorised agent or operations manager for external contracting
authorities carrying out public facilities projects.
These facilities are created either as part of the New Town's
development or, on request from outside contracting authorities,
within a territory extended to include the Lyon area and the
Isère département as far as the Grenoble urban
area.
The main outside activity is currently that of the construction
or rehabilitation of high schools in conjunction with the Rhône-Alpes
Region. Within the New Town's territory several structural facilities
are in preparation or already under way, among them a swimming
pool, an auditorium and higher education venues.
In the course of its operations the SEP uses the services of
other EPIDA departments: the financial and legal department,
the urban studies and forecasting unit and the development and
planning department.

Types of project
The projects mainly involve public superstructure facilities
in the domains of administration (town hall, etc.), education
(school complexes, secondary schools, university buildings,
etc.), community and culture (club and association premises,
sociocultural centres, neighbourhood centres, day nurseries,
auditoriums, etc.) and sport (gymnasiums, swimming pools, indoor
and outdoor sports venues, etc.).
The SEP also provided comprehensive follow-through for the
building of the new Isle d'Abeau station and, more recently,
for the renovation and extension of the New Town sewage treatment
plant.
Furthermore, as an authorised agent, EPIDA also provides
follow-through for infrastructure operations (main roads and
networks within the new urban area).
The principals are usually the State, SAN, neighbouring
municipalities and the Rhône-Alpes Region.
EPIDA is currently managing some thirty operations for the
Rhône-Alpes Region. Where SAN is concerned, EPIDA's
role as authorised agent bears on numerous operations to do
with the extensive drinking water and purification networks,
the New Town's structural parklands and construction of public
facilities including the school, gymnasium, sports stadium,
swimming pool and auditorium.
SEP received ISO 9001 certification on 28 October 2002.
